Not a full mirror. A single commit carrying the working tree of
gitea.com/actions/cache at tag v4, with no history.
Why: this Gitea host cannot clone the 51 MB upstream repo (fatal: early EOF
from gitea.com, repeatedly, and raising [git.timeout] MIGRATE did not change
it), and a full-history push into it does not complete either. The action is
pinned at @v4 everywhere it is used, so history buys nothing.
To refresh: re-clone upstream at the tag, copy the tree over this one, commit,
and move the v4 tag.
